Important news in the latest FIGC Federal Council.

It was held yesterday the FIGC Federal Council chaired by Gabriele Gravina, in which several new items were approved including, unanimously, the National Licensing System Manuals related to admission to the 2019/2020 Serie A, Serie B and Serie C Championships. Starting points were the Guidelines discussed at the last meeting in November.

Also among the decisions approved were the arrangements and new timeline for the necessary enrollment requirements:

Regarding the legal and economic-financial criteria, in particular, the assembly decided to increase the minimum measure of the Liquidity indicator, determined on the basis of the results of the interim balance sheet as of March 31, 2019, from 0.6 to 0.7 for Lega B and Lega Pro (that of Lega Serie A remains unchanged for the upcoming season).

In addition, an increase to 0.8 has already been set for the 2019/2020 and 2020/2021 sports seasons for all professional leagues.

The Council has implemented the changes contained in the new UEFA Club Licensing and Financial Fair Play regulations. The new version also includes licenses for European women's competition starting with the Women's Champions League in 2020/2021.

At the beginning of the proceedings, there was a memorial moment in which President Gravina remembered Felice Pulici, Gigi Radice and young Can Pro assistant referee Riccardo Pelagatti, who recently passed away.

In addition, President Gravina proceeded to inform the Board of the agreement with the Regional Directorate of the Internal Revenue Agency, on the methods and criteria for calculating the economic contribution in case of direct use of intangible assets for the purposes of the so-called Patent Box, with reference to the tax years 2015-2019.

A very important agreement because it allows the FIGC to obtain a total net fiscal benefit estimated at 2.1 million euros over the five-year period, to be allocated to youth activities and the development of women's soccer, thus having a positive impact on its social function.

The extension of the market window for the month of January was also discussed. Italy, in fact, is the only country that has January 18 as the last date for transfers, while the major leagues have a deadline of January 31. A decision made by the then extraordinary commissioner of the League Giovanni Malagò.

Another argoemtno discussed by the FIGC Federal Council was the appropriateness of establishing a rule (amending Art.102 of the Noif in Paragraph 7) by which to set a share of up to 5% of the consideration for the final transfer of contracts of Companies associated with professional Leagues as a solidarity contribution for which the player was raised. The criteria will then be definitively established during the next Federal Council meeting in January.

Other important changes concerned the revision of Title VI of the Noif in order to harmonize and rationalize the provisions on economic-financial controls. In particular: the possibility for the Covisoc to make adjustments to the value of indicator aggregates in order to neutralize any effects of operations that alter the value of the indicators themselves; the introduction of a new capitalization indicator for Serie B and Serie C clubs, to a minimum value of 0.15, aimed at bringing out the tangible assets of clubs not considering intangible assets, other than players' performance rights and works for the renovation of sports facilities (e.g., trademarks, library).
