As of June 1, new rules went into effect that TheInternational Football Association Board (Ifab) had made official in March and which will alter the conduct of soccer matches. Already active for the Under-20 World Cup, they will also be active in UEFA competitions at the end of June, with the first preliminary round of the Champions League.
The new rules of soccer
Referral from the bottom
The current rule is that on the goal kick, the ball must leave the area to be played. Now, however, the ball can be played into the area and the opposing player can take action as soon as the goalkeeper touches the ball.
Substitutions
In order to avoid wasted time during changes, the new rule allows the referee to order the exit from the spot closest to the kicker.
Yellow card for technicians
As per the current regulations, coaches could only be ejected in case of misbehavior. Now, however, just as provided for players, a yellow card and disqualification for added cautions will be introduced. The red card will automatically cause one round of disqualification.
Barrier
Players of the team to be awarded a free kick may no longer stand in the barrier, making a disruptive action, but must be at least one meter away from it.
Penalties
The goalkeeper may have one foot over the goal line at the time of the penalty shot. If there are two feet, the Var will be able to intervene and have the penalty kick overturned in the event of a save.
Two-ball
No more two-ball. The referee, to restart the game, will give the ball to the team that has to play it and the opponent must keep 4 meters away.
Referee's decisive touch
The current rule was that in case of an inadvertent touch by the referee, play would continue. From now on, however, if the touch favors an assist or a goal, play is stopped and the ball given to the team that was playing it (in the box, ball always to the goalkeeper).
Unintentional hand goals
A rule already applied but not written. Hand goals, regardless of whether the gesture is voluntary or not, will always be annulled, even if they touch another part of the body before the hand.
Hand foul
This is the rule that most needed clarification. Touching, even unintentional, will always be sanctioned if the arms are in an unnatural position, that is, at shoulder height, above them or if the arm is wider than the body. One exception: it is not a foul if one hits the hand by kicking himself.
Slip hand foul
It is not a foul if the touch occurs with the supporting arm and it is attached to the body. Conversely, it is foul if the supporting arm is away from the body or if the touch occurs with the other arm away from the body.
Cards and the advantage rule
In the event of a foul, from "yellow" or "red" for the opponent, the opposing team will be allowed to take the penalty immediately, taking advantage of the advantage. The card will be drawn at the end of the action.
Goalie overshoot
If the goalkeeper, on a back pass, deflects the ball, he will be able to get the ball back without indirect punishment.
