Serie A repechage: here are the new FIGC criteria

La Italian Football Federation has formalized the criteria for the repechage to Serie A. To fill any gaps will take into account:

  1. Final ranking of the last championship;
  2. Sports tradition of the city;
  3. Average spectators from the 2012/2013 season to the 2016/2017 season.

Each criterion has a value that determines a score for each team. To be repechaged, then, clubs will have to pay an extraordinary contribution to the FIGC of 5 million euros.

REPECHAGES IN SERIE A: THE FINAL STANDINGS OF THE LAST CHAMPIONSHIP.

Any repechage to the 2018/2019 Serie A will be made based on a grid composed of the clubs relegated from the Serie A Championship (2017/2018) and the clubs that retained the right to participate in the 2018/2019 Serie B Championship.

The ranking of the companies included in the said grid will be formulated as follows:

  • club ranked 18th in the 2017/2018 Serie A Championship (Crotone): 18 points;
  • club ranked 19th in the 2017/2018 Serie A Championship (Hellas Verona): 17 points;
  • club ranked 20th in the 2017/2018 Serie A Championship (Benevento): 16 points;
  • Losing club of the play-off final of the 2017/2018 Serie B Championship (Palermo): 15 points;
  • losing club in the semifinal of the play-offs of the 2017/2018 Serie B Championship that achieved the best score in the standings at the end of the regular season (Venice): 14 points;
  • losing club of the semifinal of the play-offs of the 2017/2018 Serie B Championship that achieved the lowest score in the standings at the end of the regular season (Cittadella): 13 points;
  • losing club in the preliminary round of the play-offs of the 2017/2018 Serie B Championship that achieved the best score in the standings at the end of the regular season (Bari): 12 points;
  • losing club in the preliminary round of the play-offs of the 2017/2018 Serie B Championship that achieved the lowest score in the standings at the end of the regular season (Perugia): 11 points;
  • company ranked 9th in the 2017/2018 Serie B Championship (Foggia): 10 points;
  • company ranked 10th in the 2017/2018 Serie B Championship (Spezia): 9 points;
  • company ranked 11th in the 2017/2018 Serie B Championship (Carpi): 8 points;
  • club ranked 12th in the 2017/2018 Serie B Championship (Salernitana): 7 points;
  • company ranked 13th in the 2017/2018 Serie B Championship (Cesena): 6 points;
  • club ranked 14th in the 2017/2018 Serie B Championship (Cremonese): 5 points;
  • company ranked 15th in the 2017/2018 Serie B Championship (Avellino): 4 points;
  • company ranked 16th in the 2017/2018 Serie B Championship (Brescia): 3 points;
  • club ranked 17th in the 2017/2018 Serie B Championship (Pescara): 2 points;
  • club ranked 18th in the 2017/2018 Serie B Championship (Ascoli): 1 point.

This criterion takes a value of 50%.

REPECHAGE IN THE SERIES A: THE CITY'S SPORTS TRADITION.

The city's sports tradition will be evaluated by awarding the following points:

  • 10 points for participation in each Serie A Championship from the 1929/30 sports season to the 2017/2018 sports season;
  • 7 points for participation in each Series B championship from the 1929/30 sports season to the 2017/2018 sports season
  • 4 points for participation in each Series C championship from the 1935/36 sports season to the 1977/78 sports season;
  • 4 points for participation in any Division I Championship, formerly C1 Series from the 1978/79 sports season to the 2013/2014 sports season;
  • 4 points for participation in each Championship of Lega Pro Single Division sports seasons 2014/2015, 2015/2016 and 2016/2017;
  • 4 points for participation in the Series C Championship 2017/2018 sports season;
  • 2 points for participation in any Division II Championship, formerly Series C2 from the 1978/79 sports season to the 2013/2014 sports season;
  • 4 points for each Scudetto won and recognized by the F.I.G.C. since 1898; 2 points for each Coppa Italia won;
  • 1 point for each LNP Super Cup won;
  • 5 points for each Champions League/Champions Cup won;
  • 3 points for each Cup Winner's Cup;
  • 2 points for each Fairs Cup or UEFA//Europa League won.

This criterion takes a value of 25%.

SERIE A REPECHAGES: AVERAGE VIEWERSHIP FROM THE 2012/2013 SEASON TO THE 2016/2017 SEASON.

The average number of spectators at the stadium, is calculated only on regular season home matches played from the 2012/2013 sports season to the 2016/2017 sports season. The figure is obtained by dividing the total number of spectators (paying and season ticket holders calculated on the data provided by the SIAE) by the total number of regular season matches played by the club in the said period. Clubs will be assigned an increasing score of one unit per club, with the lowest value (1) assigned to the club whose average number of spectators is lowest, until the highest score is assigned to the club whose average number of spectators is highest. In the event of a tie, between two or more clubs, by average number of spectators, the club with the highest average number of spectators in the last sports season will prevail; in the event of a further tie, a draw will be made.

This criterion takes a value of 25%.

SERIE A REPECHAGES: EXCLUSIONS.

Companies that have already been repechaged in the last five seasons and those that fall under the following cases will be excluded from repechage:

  • that have been sanctioned for sports misconduct and/or violation of the ban on betting, served in the 2016/2017 and 2017/2018 seasons, as well as clubs that, at the time of the decision on the integration of staff vacancies, have been sanctioned for sports misconduct and/or violation of the ban on betting to be served in the 2018/2019 season;
  • who have served in the 2015/2016, 2016/2017 and 2017/2018 sports seasons penalties for non-payment, within the prescribed deadlines, of the emoluments due to members, employees and collaborators assigned to the sports sector or IRPEF withholdings, or INPS or Career End Fund contributions related to the aforementioned emoluments, will be counted for the sole purpose of drawing up the final ranking, but will in any case be excluded from the possibility of filling staff vacancies.
  • to which the sports title of a professional championship was awarded in the 2015/2016, 2016/2017 and 2017/2018 seasons, pursuant to Article 52, Paragraph 3 of the NOIF, as well as companies to which the sports title of a professional championship was awarded in the season.
